Shanghai, but you can make a lot of money as a *PRIVATE TUTOR* in any big city in China. Proper native English teachers are in short supply.
But seriously though, if you want to approach things from a quality of life perspective rather than a money perspective, I would strongly recommend going to Taiwan/Singapore/Hong Kong. If you must go to China, go to Shanghai, Xiamen, or Guangzhou. DO NOT GO TO BEIJING.
If I were you and I had a choice that was independent of Mandarin Chinese, I'd go to Japan or Korea, my personal preference would be Japan.

Is this a thing? I've never seen it and never had any problems with it. The only time I encountered someone being a creepy fuck in China was in Beijing. There was an old man on the subway trying to photograph the girl sitting across from him (she was wearing a skirt). I just stood in front of him to block his view and told the girl, but that was that. I've never seen something similar happen in Shanghai, nor have I seen any dangerous situations outside of the normal traffic accidents.

I haven't studied this in depth, only read some Chinese news about it, but apparently the northerners are starting to have some pretty bad health problems. This is mostly due to the government giving them free coal to burn during the winter time for heating + having coal run heating plants in the northeast. As you might expect, this doesn't exactly help the air quality. Last I hear, the life expectancy in parts of the northeast were 20 years less than a place like Guangxi.

I took beginner classes in highschool and watched a lot of animu and played games. followed the guides around here a bit religiously for two or so years and after that got bored. i'm content with just reading simple conversations now but I still can't go over a wikipedia or regular news article without rikaichan
