As someone who lived in Luxembourg in his childhood I can confirm this pretty much being the norm. In Luxembourg people greet you in Luxembourgish, and if you only speak French or German you answer with your respective language. People usually know the three in most shops and institutions. Then there's also Portuguese and English widespread, making the total amount of possible languages to talk in often being 4 or even 5.

If on the street it's safer to speak French, because more people know it. Again, Dutch Brusselaars will ask in Dutch until you tell them you don't know the language, so do like you wish.
If you go to a shop or to McDonald's or whatever you can talk in Dutch, French or English, because workers are required to know at least Dutch and French and almost always know English too. If you go to stores visible held by immigrants they'll automatically talk to you in French though, or even English if they're Pakis.

I read the number of Dutch speakers (1st, 2rd or 3rd language, all included) was 15-25% depending how you measure it.

Unlike what Flemish people on /int/ and 4chan generally tell you, genuine hate for the Walloons is pretty rare. Most people want more autonomy because we tend to vote very different but only 10-15% want independence. For you information: this figure (10-15%) hasn't really changed after the 2 political impasses of the past 10 years but the demand for more autonomy has been rising very hard.
Meanwhile, most people watch Rode Duivels at home and call themselves both Flemish and Belgian.

Belgian Dutch has a lot of French loanwords though, same thing for Belgian French.
