HDI isn't a foolproof measure, it mainly takes into account the 3 most important aspects in human development: health, education and personal weath. And the law of averages takes care of the rest.
The resulting number can answer one question: "If we rolled a dice on your life to decide where you'll be born, how fucked are you (according to probability)?"
For example Morocco ranks quite poorly here. But that doesn't mean they don't have some nice spots and a well off rich class, actually the rich class in Morocco lives generally better than their counterparts in Tunisia or Algeria. But what do you have on the other hand? Seas of slums, high illeteracy and crime rate, very bad and unaffordable health sector, a marginal Middle class...
Same for Egypt, a rich man in Egypt isn't bad at all, but do you want to take the chance at being born in Egypt? as one of the 90 million souls there? You'll "probably" end up a poor fisherman on the banks of a polluted Nile.
