When the wind is from the east or south it blows all the smoke from the unregulated factories towards the city.

Societal advancement can only happen when there is a surplus in the produce of a nation. Peaceful idyllic subsistence farmers and a country based on agriculture as their main "industry" (since they wont even call it that, due to no/few surplus production), only makes the Bhagwan-faggots and Free Tibet crowd droll, but for the people themselves, it is like a sentence to eternal stagnation.
China nowadays has achieved a level of surplus, that they are in the process of climbing up the ladder. As such, their recent industrial weakening isnt entirely unexpected or unwanted - I would even say that China's currently standing at the door-step of gradual de-industrialization. The dramatic fall of steel- and coal prices, as well as the mountains of unused steel piling up in China is an indication of that trend. A Chinese Tatcher is yet to be seen, though.
