Let's say someone wanted to run a play by post ENF themed tabletop rpg campaign? Or at least one where the player characters would be losing clothes a lot between moments of actual plot and fighting.
Where could they go on the internet to recruit for and host such a game without running afoul of the sites rules?

Roleplay Online could work as long as you keep salacious material out of the public view, but you might want to review their adult games policy. Roll20 can be also used in a play by post-manner. I haven't had any problems with my enf-games there, but I did my recruiting here so I can't say how that would work.
Then there's probably F-list and other more fetishy places but I have no experience with those.

Both of the /e/ archives in the OP go all the way back to December 2012. I looked through a few "make a story from the above pic" threads, but I didn't see any images that match your description. Hopefully you'll have better luck.

Well after looking over the options I don't think flist is gonna work (the don't have an enf group to pull from and seem to be more into free form rp not table top)
If I did do this I'd use a system called PTU(pokemon tabletop united, google it) It's a free homebrew system that's been very well fleshed out and balanced compared to any other gone brew'd system I've seen. I also have the must experience using it, and I suppose anyone who's hung around here enough would know the potential of pokemon for making girls lose clothing ;)
So yeah if there were 2 or 3 interested parties here who'd be willing to learn the system I can run them a simple play by post gym crawl type campaign on rpol or r20 where I constantly torment their characters and the npc's around them by striping them of their clothing through battles, travels, and more contrived hijnks. ;)

Anyway the terms for character creation will get fully fleshed out when I set up the roll 20 but people who are interested should either find a separate space to coordinate their perpetrations to avoid making to much clutter or make an appropriate enf picture tribute to this thread as they post so that we don't make the other users mad (I am very sorry I couldn't post my own tribute this time I'll make up for it when I get off work)

I've more or less refreshed myself on PTU; Mostly waiting on the GM to post setting information/more detailed character creation guidelines/splatbook rulings (for instance, I could assume Pokebots are a thing since there's a sheet for them, but I have no idea what the stance is on supernatural classes or the rest of DPDoM). Pretty safe to assume that he means saving the page with the full size images, not just the thumbnails.
It'd be doable like that if you expanded all of the images to full size before saving the page, but clicking over 100 images for every thread you wanted to save is not exactly the most efficient use of time. It'd probably be fairly easy to write a script to expand them all at once though, if you had any experience with javascript. But I don't personally see the point of saving more than the images and stories you're actually interested in.

Hell, the other choice for this girl's personality was "Tries to help, but winds up making things worse.", or something like that. Could've worked pretty well, but whatever, I guess.
Even if that wasn't the case, her friend actually trying to help her would have still been nice, to be honest. Maybe I'm crazy, but I kinda like the idea of giving the girl some clothes, having her calm down, and let her think she's finally in the clear before ripping her clothes all off again and bringing her back to square one.

I had votes to decide how this was going to go. There were options that wouldn't lead to this, but they weren't taken. Majority has spoken, so you can be salty about it, but it wont' change much. That said, it's not like so far she is being torturous to Vera. Note that she is concerned the first few panels, and is just being sly in the 3rd. It was also implied these two have a history where Izumi might be a bit of a tease to Vera. Friends give each other shit for stuff like this sometimes.
It may not be a trope you like, but within the broad subject of ENF not everything is going to be up someone's alley. I can't please everyone of course.

You're right, it is an ENF thread. A thread where girls are embarrassed because of their exposure in some way (sometimes nudity, sometimes just being undressed... generally due to exposure). So, pretty sure that includes girls who are embarrassed because they are naked, and said nudity persists due to some femdom situations. Complaining there is femdon ENF content is like complaining there is wardrobe malfunction ENF. It's a sub-genre, and we're a pretty general thread.

I think I know where these problems are coming from. Ecchi is usually considered relatively soft core it's what a lot of people come to /e for and in turn to the enf thread for. They prefer the softer sub categories of the fetish, but the majority of the votes come from deviant art and such which have no such lean there fore they tend to vote for the harder of two options much to the readers here's frustration. That make sense?

A lot of the softies are from DA actually. There is quite a variety there. There are times when votes are pretty close too, regardless of how some sites vote. I'll admit, if I had to pick a problem DA sometimes has, it's they try to rush and don't always have appreciation for slower pacing?
Also, I know you mean "soft core" in terms of kink, but a lot of people here seem to want some rougher situations for her as well.
But yeah, I can understand there is frustration when something looks like a winner here, but it doesn't overall.

I'll take that as a compliment. I probably partially got the idea because I was watching the anime Chaos Head as I was drawing it.
If you haven't seen or heard of it there's a phrase repeated over and over in it, "Those eyes. Whose are they?"
After that first drawing I did I just couldn't get the concept of this angry dwarf girl with crazy hair wrecking havoc on the girls that tormented her.
I can't for the life of me think of a good backdrop for this one, but she even made this girl lose her hair so that I could practice drawing a bald head if for no other real reason.

Yeah, before I didn't think it was too bad, specially since I was trying my best to offset the votes by dumping. I also didn't think we had really all that much in the way of fraud before. I assumed batches of similar votes in a row were just coincidence and like minded voters.
Now however, I know I don't have this many individual fans here, so yeah, something is up. I doubt it would have gotten this silly if people didn't try to stir up drama about it though. 4chan seems like a bad place to openly admit to what bothers you. I'm guessing either we have someone spamming just to make people mad, or we have someone spamming to try and convince us the the picture-less votes are a problem. I doubt whoever is doing it actually cares this much if A wins or not though.

Think of anything you watch or read on a weekly basis. Somebody had to make that, and the staff turnover probably isn't that fast if the quality is at all consistent. You can't say that it's because they get paid, because money doesn't stop people getting bored or lazy, and some people make things without getting paid at all.

Well, the good thing about the type of choices being made: I usually offer only choices I would like. Sometimes I get attached to options that end up losing, and that can suck. It's also sometimes tough to keep going when I think too much about people who don't get the option they end up liking. I know sometimes the majority isn't always right when it comes to what could be best for a story. Sometimes I don't always think through each option I offer up as much as I should. I wish I could please everyone at times, but obviously I can't, and it can be a bit exhausting.
So overall, I'm not like sick of the project. However, as I'm going to discuss with the next vote, I'm going to want to start aiming towards some sort of literary climax soon. The story has been going on for awhile, and I do sort of want to wrap it up. Drawing it does take up time I could be using to better my craft. Vera doesn't exactly push my boundaries as I do it in a not so serious style. So I sort of want to get this story done soon so I can get to other things.
Yet I've enjoyed doing the CYOA, and I enjoy the fun people are having it. Perhaps has lasted longer than I intended, but that's fine. I'm not bored with the scenario at all, as public nudity, ENF, and CFNF are all favored subjects of mine. So yeah, I may feel sort of obligated, but I also enjoy it.

1/2/3 are here for a very specific reason. We’re at a point where we need to head into the finale. The story needs some sort of literary-climax. Vera has done a lot, but we don’t want things to just sort of taper off with no purpose. However, there are a few ways to do it.
1 has the perk of continuing with the ideas of risk. Right now Vera is mostly safe, so to really get some risk back, the story would have to get her in a more public location again to top what she’s already done.
2 have the perk of capitalizing on some interpersonal embarrassment. It’s not about worrying if she’ll be caught or seen, but she will be seen closely by a friend. Lots of staring and observations for sure by Izumi would take place with this route.
3 again is only for people who really don’t like either option. This is not for people who like both. If you like them both, make a choice or don’t’ vote. If 3 wins, I have to see if I can somehow come up with something else. This is not a write in option either. Please understand to that options like 1/2 have a lot of possibilities in them.
Obviously themes of either could take place within the other. Izumi could end up walking along with Vera to her house. Vera while at Izumi’s could run into some sort of risk. I don’t have a solid plan, I just want a loose idea of where people want this to head. We’re at the final leg of our journey~

Well, this is really hard decision to make. About the letter, I think A is more appropriate, considering Vera started to sense her excitement about her adventure looong time ago and there is really no sense to make the denial phase any longer, but the number is a harder problem. I love yuri and I totally love cfnf, so from that perspective, I'd vote 2, but I think the story would miss the risk aspect, which I love too.
What I personally would like to see is either the option of A with Izumi going with her with some girl action on the way, or B, where later Izumi would talk Vera into doing something risky again, this time not because she has to, or because some accidents, but because she wants to feel the thrill again. That would add a different turn into the story because Vera would still have in mind that the risk and embarrassment she feels is her own fault, a choice she made.
So to end my tirade, my vote is A and whatever number wins.

And I say B because what she says and what she actually feels and does are different things. I'm all for yuri but Versa needs to hold out a bit longer with how aggressive Izumi is being.

It's a vote on setting, that's the purpose. There will be some choices that have more overt and obvious implications. We also had a pretty big outcry for votes and choices to be more vague and with surprises. Sometimes, the votes will be on minor details too. Sometimes I feel like I need 6 or so panels to cover what happens next, but I want to pause between them and have some sort of vote, even if it's more minor.
But yeah, again, it's just a matter of where the next set of events will happen this time around. Some people may actually care about that sort of thing. I feel like different events can happen at either (like seating is different between the two. A kitchen table or living room couch each would be different kinds of odd and different a naked person probably.)
