Generally I think it's if the girl has a normal frame which is a bit thicker, while a BBW seems to have lost that figure and looks a lot more rounder.
The girl you posted would be chubby to me, seeing as she has a frame more similar to a slim girl (mainly breasts coming out further than stomach).
If that clears anything up.

To me, chubby means she still has an hourglass figure, while BBW means she's too round for that. There's always going to be a grey area, of course, and hentai lets you cheat by drawing a woman large enough to be a BBW in real life, but still have a curvy figure. Pic related, she has the body ratio of a chubby girl, but only because her frame is so exaggerated; very few women in real life would have that BMI and not be a blob monster.
So like I said, a lot of grey area and there's no "line", especially in 2D, but it comes down to shape for me.
