I'm curious about whether they planned to use Parallax Hal for a while and he was a big character in Convergence because it was an easy way to bring him to the current DCU, or if Jeff King liked him enough to use him in Convergence and then Venditti was like "GL 50 is coming up, shit why not use Parallax"

I'm not sure why Parallax happening makes no sense?
The extent of what he did is unclear (two issues of New Guardians had conflicting accounts of whether Hal destroyed Oa as he did Post-Crisis or whether Kyle was recruited into a still-functioning GLC) but for Kyle to get the ring Hal had to have gone Parallax.
We also know DaRoS happened in some respect, so it's possible Coast City was destroyed and came back.
Likely, most of Hal's history that isn't Johns' is gone (bye bye GL/GA) but his stuff is pretty safe, and that relied on Hal being Parallax for awhile.

Parallax still has time to happen (as per Lois & Clark #1 Hal's been a GL in the new 52 for like 9-10 years anyway), it just had to have happened differently/was much condensed
I think the last time they brought up Hal being Parallax was GL 21 or 22 which was part of Venditti's run so yeah it clearly still happened
