Because you don't understand how comics work. Legacy characters are completely normal. It's not like Sherlock Holmes where it's just stories about the same guy over and over again.

It's controversial, which means it gets attention, and attention is the most important thing to have when it comes to a tiny niche market like comics to get new readers, and it consistently works in driving up sales and discussion. They'll keep doing it until it stops working.
