Riddler's pretty Rogue-esque already, setting up elaborate death traps and distractions he can use to get away is his jam, he'd fit right into Central City. He'd drive the other Rogues nuts though, they'd probably find him a snobbish book nerd and his compulsion to leave clues incredibly unprofessional.
