This is actually defensible since pretty much every heel champ since then has been made to look like a completely impotent chickenshit (Rollins as heel champ, Punk as heel champ, even Randy as heel champ couldn't wipe his own ass without constant Authority assistance). The only exceptions I can think of are Triple H (who is always and forever a terrible heel champion) or Brock Lesnar (ONLY if you considered him a heel, and because he was an absentee champion).
The heel champs immediately before JBL that I can think of where Triple H in mid Reign of Terror, and fuck that.
