IMS did a pretty good job with it. Considering the scope of the production, I seriously doubt they had much control over the story. Mind Control Hamsters was probably something decided by-committee long before they even had a studio picked out.
The animation was decent and largely consistent, script was solid aside from the excess of torijaki ippais and yosoros, character designs were great and directing was entirely inoffensive.

Notice how this season's total seasonal anime sales are about 1/4 of the previous season and the seasonal average?
GuP's BDs came out mid-season and ate the rest of the seasonal revenue.
It's not a competition of fanbases so much as simply market shares. Nothing sold exceptionally well this season because GuP's release eclipsed everything. It was just unlucky timing for Haifuri.
