It's not like no viewer can understand at cognitive level that they're trying to make her look sad. no one is that stupid. I'm saying I don't feel it, it fails to convey this emotions, it doesn't make make sense, these useless movements don't add up as a coherent and skilful effort to move the viewer.
I can get a sense of Joe's emotional state during a match from the way his punch is unrealistically animated. I can feel Asuka's anger from the way her giant robot grabs that heavy sword and hits that angel, I get how hungry Chihiro from the unrealistic deformations of her mouth when she eats.
Yeah, being unrealistic, by exaggeration or adding some creative variations, is not a problem. Being unironically completely detached from the realm of human reactions, is one.
For ghibli, it's known that Miyazaki had always problem with the tv industry, even though it has never been like when he called out modern Otaku animators too socially inept to animate anything remotely human. Anyway, my point was to bring up good documentaries 2d animation and ghibli making ofs happen to be good at that.

I know it feels like a copout to say "it's all subjective, man!" but I really don't think there's any way around it here. I just have a different reaction than you do, because I find it totally adequate for getting across what it needs to.

Not really true, actually. His complaints have never specifically addressed "modern otaku" or their social ineptness- he talks about "creators nowadays not liking to look at real people, but his definition of nowadays covers decades and decades. He's made similar complaints about not animating humans properly since forever.
