It's made clear Shirou blacks out a couple times in HF and seemingly does shit he doesn't remember doing, one was shopping and cooking with Ilya, the other was holding Sakura's hand while she slept for an hour after she was brought in from outside on day 12.
It was proven Archer exacts some influence during the Zelretch creation scene, so those scenes I mentioned were supposed to imply Archer did those things while Shirou blacked out and no one realized it.
Call it headcanony if you want, but it makes a startling amount of sense if you rewatch those scenes.

Meanwhile Fate Shirou does actually drop them for Seiba, she becomes number one and ideals become a distant second. Archer sees Saber as the unreachable realization of everything, including his ideals and his love for her that was either unrealized or unrequited.

You should understand the "recognize" in there is to acknowledge publicity that she's her child, not that she doesn't consider her child. That's why Arturia was baffled when Mordred thought she hated her. And I don't blame Mordred if you actually read my post, I blame Morgan. Mordred was a fucking child, she is actually emotionally about six or seven years old in an adult body. Morgan just manipulated her to die and take Arturia down, however Arturia loved her very much and the grief she feels about killing her is so indiscribable that Shirou cannot figure it out when he sees the scene, and in FZ, it's what is said summoned Alaya. The pain of killing Mordred sets Arturia back to her lost human persona and starts to be self-destructive, she's just not aware of why she's doing this.
Both Mordred and Arturia loved each other, but each had their limitations (Arturia had to be a cold distant king, Mordred was a child) and in this miscommunication, Morgan swept in to turn them against each other and kill them both. I would have like them to be together in Avalon, actually.

The point is that Shirou actually thought Saber was more important than anything, this includes Ilya, his ideals, Rin, etc. While in UBW, Shirou would have killed Rin if she got in middle of saving Taiga and she's not really as important as his ideals. So the theory falls apart. If it was Ilya, Taiga and Sakura, I would agree, but Rin being there doesn't make sense.

My point is that in the route Shirou is supposed to love Rin, he would kill her for Taiga's sake and she's not as important as his ideal. Thinking Rin would be as important as Saber to Archer when he comes from a Fate-like route is stupid. It was Archer who told Shirou to look after and always recall what Saber did after she almost vanished because of Medusa. She's the one who made him pause briefly in his suicidal quest to sermon her about her wish and bothered to explain himself to her (while not to Rin).
According to Nasu, Emiya just went to the Clock Tower with him briefly and then he fucked off. So not really, Saber was the one he loved too. Hell, Saber is the only one he remembers clearly all the time, everything else is in the shade (you saw how Rin saw Archer's memories, right? They are blurs he sometimes recalls. Except for Saber, she's vivid in his thoughts). He pines for Saber in CCC. His greatest attack, Excalibur Image, is a prayer for his light to reach that unreachable king wherever she is. It's kind of heartbreaking.
