Yes, Arturia, as king, admitted she loved him in the past. It was a delayed confession because she knew he wouldn't be there when she returned. This doesn't mean she has stopped loving him, but she gave up her chance with him to be king.
The story takes you to the realization Merlin also loved her back, but he wasn't aware of it. He tries to avert her sword selection when he was the one who wanted her to be the ideal king in the first place. His actions were inconsistent and, only after you read all of it, realize that it was because she made him a little human.
I think the important thing to remember is that her affections for Merlin were more akin to a passionate teenage crush than any actual love with depth to it.
In any case she pushed it down and moved past it as part of her process of abandoning human emotions for her kingly persona, so its irrelevant now anyway.
I think that Merlin and Artoria are kind of foils for Rin and Shirou in UBW, that's why Garden of Avalon was bundled with it. UBW Saber only feels maternal feelings toward Shirou. Merlin is the actual inhuman magus who becomes human, which foils Rin who tries to be an inhuman magus. Artoria is the soft-hearted human who kills her heart to be an ideal, to foil Shirou who is a machine who tries to get a human heart through his ideals.

In the VN, it's more ambiguous, but the true end is giving up her wish completely, rather than feel something lacking (like the "good end"). In the UBW Anime, she certainly seems ready to go home and has a more complete understanding of who she was back then and feels contentment. You need to remind yourself that Garden of Avalon was written as companion to the UBW anime where Nasu tweaked and changed some stuff to make it more a complete story.

To be fair Saber was placed in a lose lose situation. Either she retained her humanity and be unable to make the tough choices required as a king and show she was weak. Or cast away her humanity entirely and become more or less an emotionless monster so she could do what was required of her.
She believed that to be king required you to sacrifice your humanity to do so. Which to be fair to her she was sort of right. However in doing so people started to question how they could possibly be lead by a king who didnt understand basic human emotion. However uphold your humanity when you are speaking with your fellows, and aren't acting solely as the king in that moment.
This is the correct path
There are situations where one answer is correct, there are situations where another is correct, a good ruler must adapt to either situation and figure out the best choice for either by gauging it. She needed to be human in order to fix the Mordred situation, in order to fix the Lancelot situation, in order to show some humanity so her subjects didn't start feeling an ugliness towards her as an inhuman monster, and even Tristan left the Round Table after realizing that the inhuman king was unfit to rule since she killed her emotions.
You can see five or six direct situations where her personal choice of having no emotions killed the kingdom here. There may be situations where it was good as well, but that goes back to the idea that you don't just make one broad sweeping course of action dictate everything about your path, and instead you adapt your choices per situation.
You don't fight every battle with a nuke; sometimes a rifle, and sometimes a pistol are more appropriate rather than deciding what to shoot with before meeting the challenge. The mark of a good ruler is their sense of judgement used to determine how they should approach something, and adapt.

Honestly I think at that point Saber had nothing left of her humanity to use. When she made the decision to be king she effectively buried her human side as deep as she could and become something else entirely. She was no longer even remotely human. Just a cold monster that felt nothing. She led her nation through emotionless decisions. She cut down entire innocent villages to fuel her wars with other nations. She had people executed for even the smallest amount of unloyality. She unforgiving and ruthless like a king should be.
Her own idea of what a king had to be more or less left her in a state where she had no human side to go back to.

That's not how it works
Even Arthur realized this shit later on, that even if she didn't like the situation, its still her kid. It has her DNA, whether she wanted it or not is irrelevant. Even Superman has had to deal with this same situation two or three times before, and he made the best of it by eventually accepting that it is indeed his kid.
In recent entries to the series she's fully willing to admit this is her child. She does it as MHX in GO, in KOHA, in last years AF story, and a few others.
They're slowly coming around to talking terms with each other in canon.
