The thing you gotta remember about Mordred is that she's extremely immature, struggles with the gender roles associated with knighthood like her dad, and has a poor understanding of even her own emotions.
She loved and looked up to Saber, and desired nothing more than her approval as her child. But Saber rejected her claim as heir because she knew Mordred would be a terrible king despite being a loyal knight, so Mordred fucked off in a huff since she thought it was also a rejection of her as Saber's child. Then she unintentionally became a rallying point for every Briton who was unhappy with Saber's rule - and she was too immature, angry, and hurt to back down.
The civil war was a mistake, and Mordred still can't untangle her desire for Saber to accept her as their child with her desire to lash out at her for their feud. So in Apocrypha? Even mentioning King Arthur can get her to attack you, and she both loves and hates her.

No, she is not. All mordred wanted was her fathers love and respect. If saber wasnt so shit at communication and told mordred she accepted her as her daughter but couldnt do so publically for politically reasons, the civil war could have been avoided. Mordreds real desire was to be loved and support saber, not be king. Arthur just ruined it.

When Mordred went to Saber she was riding a high from how joyous she was over discovering her parentage and wanted to publicly be recognized as the King's heir and child because she basically worshipped him and thought herself better for being a homunculi born of his seed.
Saber either had to give her everything or hurt her feelings, there was no inbetween for Mordred at the time. It took Apocrypha to make her realize her desire was just to be accepted for who she was all along.

Mordred was an excited little puppy who just wanted some head patts. Yeah, she would have preferred to be king, but her desire to be loved by father was far greater. If arthur told her she loved her, but couldnt ackowledge her as her daughter, mordred may have been sad or upset, but she wouldnt have started the civil war. She would have just required some love and attention from her fucking father.

I think there was a potential solution in acknowledging Mordred as her child, but not making her the heir. As long as Artoria would have privately been able to convince Mordred beforehand that it is not out of any shortcomings of her own that she'd be denied the throne, but because of politics. Get Merlin to help talk to her, he's far more of a people person than Artoria.
Alternatively, make her the heir with the stipulation that any son born from Guinevere would supercede her claim to the throne.
The rebellion might have ended up anyway, but I like to think that as long as Mordred would have felt acknowleded and loved by her father/mother/king, she would have been Artoria's most loyal knight.
But even if it didn't work, at least Artoria could claim that she tried, instead of just having told Mordred to fuck off and then be surprised when she's not okay with that.
Amusingly enough I feel like acknowledging Mordred would have lessened the impact of the rebellion simply because it would have made Artoria more likable in the eyes of the knights of Camelot. Bastards are a sign of passion and weakness, the lack of which was what made Artoria so alien and distant in the eyes of her subjects.The best solution would have been to acknowledge Mordred as her daughter and have her marry Lancelot. Solve both problems with one stroke.
