From what I've heard, the director blatantly skipped dozens of chapters of development for the MC, Hotaru, and even the MC's dad, just so that he could make the staff adapt chapters that Saya was a prominent character. When he ran out of chapters that Saya was a prominent character in, he started going back and shoehorning her into older manga stuff she wasn't originally involved in.
Somebody more familiar with the manga can feel free to correct me here. I'm still fairly early on in the manga.
