The reason people complain about fate when there's no action is because the (non servant) characters are bad, and the writing is bad. It's not like people don't like other shows that are mostly talking.
And honestly they're not really consistent either (gilgamesh might as well be a completely different character between fate and ubw/hf), any like anything else in the game nor are they well written.
