Kamisato's also working under the false assumption that the "Kamijou Faction" is some kind of top-down pseudo-organization like the Kamisato Faction, and that killing Touma will end the threat.
It's far more likely that killing Touma will just unify his otherwise loosely-related circles of friends to kick Kamisato's ass. We've already seen that Accel alone can solo the majority of Kamisato's bitches.
