Since wolves are extinct in the wild, that means it must have been a pet or captive wolf whose owner dumped it instead of spending the money to dispose of the body legally. Unlike in the USA, the japanese trash collectors do sort of semi-inspect the trash being collected for appropriateness (recyclable materials, compostable garbage, building material garbage, etc) and can reject or fine you if you keep repeatedly breaking the rules for improper materials in the trash. So, the owner tossed it in the river rather than risking it in the trash.
In my area just recently, city residents filed lawsuit saying it was not constitutional for the city to inspect the trash to verify that it meets the legal requirements for disposal. Note that it is legal to have such laws for disposal. The residents managed to get a judge to issue an injunction against inspection of trash for appropriateness (recyclable, compostable, true garbage, etcetera). I say there are just too many lawyers and judges in the usa who create a system where they, family, and their friends benefit from a legal system that keeps them employed by encouraging lots of legal actions at the expense of the taxpayers.
