Yes it is, you find the average stats by multiplying the growth rate with the number of levels a character has to gain. Never saw anyone talking how X character is Y points away from his average? That's how you determine their average.
The 5% in Afa's drops means one point every 20 levels on average. Since getting one stat is an independent event, ie, what you gained in the past won't make difference in what you gain in the next event, you just multiply them.
There's no dynamic growths in place here like in Shadow Dragon nor the level ups are rolled with true hit.

It's not supposed to be about the game having a villain for the first third. The focus for much of the game is just on Will and Brenner's Wolves trying to find a way to survive the post-apocalyptic wasteland.
And besides, Caulder's faction is introduced as early as Chapter 6 as a malicious, "evil" faction, and is directly the cause of the Beast and his raiders becoming a threat to Brenner and co in Chapters 8 to 10. Not to mention also foreshadowing their eventual drafting into the NRA-Lazuria fighting in Chapter 7.
