Pentos is a mercantile society while Westeros is a straight-up feudal agricultural society.
In Pentos, you could get funding for an invention and the company to manufacturer it and get the government to enact patent and copyright laws to protect it, as they would understand that this would be of benefit to the whole society. Even though Roose said he'd always consider Ramsey his firstborn, he might have just meant in terms of sentimentality, and the power would still go to his true born son after his death. Plus, the scene had just shown a difference in strategy in dealing with attackers. Ramsey wanted to ensure power, and ensure that things were done his way. There's definitely motivation.
