Days of peace are upon us once more after the end of the Second World War. We have rebuilt our ruined cities and strengthened our economy and at last, the dream of many whites has come true - our nation is the first to land an astronaut on the barren moon! That's one small step for a man, one giant leap for mankind!

With more confidence in the RSEA's abilities, the government has allocated more funds for space exploration.
What should we focus our efforts on now?
A.Further space flight development, moon missions, etc.
B.Building and sending satellites into orbit
C.Development of long-term extraterestrial habitation

Educational reform! Submitted as a proposal by Councilman and former candidate for Chancellor, Leir Uppon, Council, Congress and the Chancellor will now negotiate on the details of the proposed reforms.
The educational system in the White Republic is considered the best in the world and has a long, well-established tradition with three phases -mandatory primary education until the age of 13 and free secondary education till 18. Primary education is the same across the board in state and temple schools, while secondary branches out into more specialised paths - general academic, vocational and professional varieties. Tertiary education is found in universities, colleges and academies - a variety of scholarships and stipends from state and church programs exist.
Choose as many propositions as you want.
A.Allow private schools and scholarships that follow the basic parameters of state education
B.Make secondary education mandatory
C.Make state-owned tertiary education "free"(payed for by taxes)
D.Put a larger focus on STEM and professional education
E.Abolish temple-schools
F.No drastic changes, just focus on modernising the existing educational system

Also if we could modernize by spending a part of our budget and reserve to modernize school infrastructures as well, it would perfect.

B.Make secondary education mandatory
>>

That's not a good idea because it would make young people lose the flexibility of being able to learn a trade from their early life.
As an example, somebody that clearly isn't fit for studies can still quit secondary education and instead work as a craftsman or as an industry worker thus learning the in outs of the job early and therefore having an easier time getting promotions later.
my only concern would be that we could actually raise primary education to up to 15.
Just two more years and then secondary education up to 20 years.
Of course doing this would cause us to offer more specialized and diverse programs but if we have the infrastructure to back it up it should be even better.
>>47894096
ok then i add
my previous proposition
>G. go for a more specialized and diverse program depending on specialization, also raise primary to up to 15 and secondary to up to 20.

>>
>>47894285
remenber that's it free only if you succeed the secondary educations tests.
>>
>>47894380
Fair, but if at least half is paid for, then you should be fine to pay for the other half, and if you did really well, scholarships exist.
>>
>>47894285
I support this

And let them have it for free if they do very well.

The compromise that was reached was to allow private schools and stipends, tax-paid tertiary education and making mandatory primary education until the age of 15 and to make secondary education more varied, lasting between 3 and 5 years and with a more modern focus - electricians, mechanics and such are more valuable than blacksmiths and potters nowadays.
Added a new tab to the stats - state of the Treasury - the new reform will take quite a bit of money and the costs will likely continue to rise over the next years as university attendance increases.

We've gone into a deficit once again and have just started borrowing money to cover our expenditure.
What shall we do?
Major sources of revenue are income tax, sales taxes, tariffs and various other taxes on certain goods or transactions.
Major spending sources are:
>National defence(30%, recently cut down from over 60% during the war and 45 % before the war)
>Healthcare(all paid for by the government, 20% of the budget)
>Science spending(20%)
>Education(8% and rising)
>Social programs(8%)
>Administartion(2%)
>Other national programs-transportation(12%)
A.Raise taxes
B.Cut military spending
C.Reduce healthcare spending
D.Cut down on social spending and other programs
E.Allow private enterprise in the spheres of transportation, healthcare, education, pensions etc.
F.Borrow money as needed and continue funding more government as needed, we'll start making more revenue

Didn't we rythm the industry with our entreprises and make mad moonies from them?

Did our competitor manage to cross the technology and educational gap?
>>
>>47894990
Ah, I listed the taxes.
Nationalised revenue is also a major provider of funds, but we've started spending A LOT of money and our taxes are still fairly low thanks to those national enterprises - thats why possible paths to take are to privatize and reduce spending, socialise and increase taxes or borrow and invest and start spending more wisely.
Space exploration and free education and healthcare come at a great price. The deficit isn't too great, but it's growing right now.

The governments of the Sunset Alliance and Kaichou Empire have formed a joint Prosperity League, which negotiates free trade agreements and eased travel between the two nations. Together they've been tough on negotiating with us and have promised to match us tariff for tariff, risking a "trade war" in the event that we make any altercations to our current trade agreements. They've given us one offer - we can join the Prosperity League, which will allow for free trade between the Axis nations.

A.Attempt to renegotiate again(1 roll will decide the outcome)

We've raised tariffs on motor vehicles, to which the answer was a higher export tariff on copper from the SA - one of the main products we import from there. Some negotiations followed in the coming months and overall things are back to where we started.

Chancellor Numbar had a rough time winning re-election in 1208, but in his second term he seems to be doing better - the economy is booming as previous investments have begun to pay off, lowered living costs and increased wages along with a happier population has led to a baby boom and international relationships have cooled down.
The rebuilding of Victory City is one of the big beauties of the 00's - a testiment to the strength of our resolves, the city stands once more as a hub of industry, commerece, culture and science. Great years for the White Republic!

We've focused on quality over quantity, improving the training of our troops and officers, logistics, special forces and having the best equipment. We've improved our elemental orders, rangers and paratroopers.
For the 10-year anniversary of the Metal War's end, a great monument was built in Crossfort, the birthplace of General Malhus. Monuments have been built in all cities that were damaged or destroyed as well as such that are dedicated to certain renowned regiments and fighting groups, like Skyfather Company.

We've set up many artificial sattelites over the years - some for scientific purposes, other for military purposes and now for commercial purposes - television across the globe!
Work continues on the establishment of a scientific space station - the question is, will we do it alone, or will we reach out to our allies to make this difficult task more accomplishable?
A.We work alone
B.Speak with the SA and KE about it
C.Let this be the start of a global alliance - invite all nations into the initiative!

It's a big investement and a space station is ok to share, even a colony in between allies.

Space belong only to the white man

Working alone is stupid when you can work with allies.
We know SA and KE are never attacking us because we fought together in the darkest nights and the most ruthless battles.
I personally have no problem with reasonably sharing science with allies to gain some.
It's like in actual civilisation games, at some point you have to make research sharing to get an edge on your common enemies.

Work has begun on the creation of the Axis Space Station! It will take several years before it can be launched in low orbit, plans are to rotate crews every few months and have various modules for different areas of study.

Increase the Axis Importance, make it an economical and technological alliance.
Share trade agreement ,allow easier student swapping and international research.

If we do this it don't help is at all. It just bring them up to oir level. And they can be the enemy of tomorrow.

We should focus on better ourself, not help other countries while we get the bum end of the deal.

except we're no friend of today but friend of as long as we can remenber.
KE and SA never were at war against us.
They literally are best allies, the worst thing they did was getting heated over colonialism but we solved that issue diplomaticaly and i'm sure we can do it again.

International research does mean we give them fucking all our science.
It means we don't build Particle accelerators on our own spending more money on infrastructure that your neighboor have.
We share data, not analysis.
And student swapping would make us Brain drain them because quality of life in our Republic is better.

Anyway, should we connect to SA and KE if they have a web-like network?
I know it's mostly military but it could be useful for universities or trading data.
Also could be used to transfer intel about the NPU covertly.
>>
Since this is the last decision of the thread, give some ideas on what to do with religious organisations. They handle worship and the upholding of morals and traditions and they take part in the education of our young ones.
>>
>>47898120
If we could try to keep Religious institutions in colonial territories tied together and glorify the concept of unity of Mens within our nation.
Also push for religious institutions to fuse with Medical ones.
>>
>>47898099
Having wed like network is a terrible idea if you think about it.

You also got to worry about hackers. Also traitors that could use the network to sell our secrets.

Also maybe the KE never declare war on us because the god emperor stop them. Maybe without the emperor the head guys will have other ideas.
>>
>>47898244
well SA never had a God-Emperor and didn't attack us.
It's safe to assume Kaichous have a sense of honor strong enough to understand more than 700 years of loyality too.
i guess you're right about traitors but as long as the military network stay isolated from the general networks we shouldn't feel threatened with hackers.
So it's probably best to use it to transfer research data since if there's a traitor he could get the data even without the network if we shared it.
>>
>>47898371
I still don't trust fully the SA or the KE and will never will. But they alright in the most part.

Also with the transfer of research data, it's still risky. I like to keep things pen and paper, maybe it slower but not just anyone can get access to them.
>>
>>47898460
We don't have the internet do you realize this?
Pen and Paper is actually much riskier because you could intercept it more easily than a 1 time data transfer from one point to another an then directly print it.
It's literally expensive fax that we're to use.
And i assume that if you can get access to our data, you're a high profile person like the chief researcher or and university manager so a random student would only get his hand on the data his superior print for them.
There's a reason we stopped using pen and paper for administration nowadays.
It doesn't get lost.
It doesn't get stolen easily.
It can't get taken by anybody like it's just a piece of paper.
>>
>>47898523
Well, if we're going to do this with data, we're going to have some heavy security.

Also their needs to be serious punishment for anyone that steal the data, be it foreign or domestic.

And if a country government were the ones in charge of this thief, than we need to go hard on them to let them know they fuck up.
