They are unimpressive until you put them in formations. Corpsethief Claw and Dark Artisan are the best in my opinion.

Corpsethief is 5 Talos as a single unit, gives you scout which is sweet for a slow unit. It's a tough deathstar which is relatively shooty on its way to close combat.

Dark Artisan is a Talon, Cronos and haemonculus in a single unit which run along with T7 and a 3+ FNP rerolling 1s if you put the haemonculus infront. If you can get it to outflank it's glorious, but even without it can tank just about anything.

Other armies that were high tier got nerfed, whereas Tau escaped unscathed, so from a base-line they improved.

Tau also benefit the most from the change allowing Skyfire blast weapons to target Flyers and Swooping FMC. GW's contradictory rules then make it questionable whether FMC can then be wounded by them but if they clarify that it's a win for Tau since they have by far the most access to Skyfire Blast.

Long story short: skyfire blasts and templates can now hit fliers. D weapons can be downgraded to glances by any mechanics (serpent shield), and gargantuan creatures are confirmed for shooting all guns, but they have to announce all shots at once.

Between all the changes and the new skies of death it'll be hard to sort out instantaneously who got buffs and nerfs, there are few obvious benefits and a handful of obvious nerfs though. Daemons for instance, got FMCs landing in gliding and possession summoning any variant of bloodthirster.

Corsair players: Anyone have any rad ideas for a custom Jetbike Princess? I recently got a Reaver off of eBay but the pilot is glued to the bike, so I'm gonna have to do some chopping.

No the Hellhound is S6 AP4.
Your thinking of the Inferno cannons that Spess Mehreens and equivalent have on tanks.

Hellhounds can be swapped for Bane Wolves that have a Poison 2+ AP3 flamer but it loses out on Torrent.

The other thing you might also be thinking of is the Malcador Inferus which can up its rapecannon to AP2.

They're a Chapter of Space Marines that are effectively chivalrous knights in space that have locked down their system due to their belief that the Emperor will be disappointed in them if they can't handle the seemingly endless Tyranid threat in their system alone.

you need the core rulebook and the codexes for the armies you play (Necrons)

The core rule book comes in two flavors: full size and pocked edition.

The full size includes a lot of narrative if you like that stuff, and is also easier to read if your eyesight isn't so good. The pocket size comes with the Dark Vengeance box set, but you can buy it off ebay for 20 bucks or so.

Don't buy codexes for other armies unless you want to - you will learn more about tactics from playing games or reading the wiki than you will from the book anyway.
