They are unimpressive until you put them in formations. Corpsethief Claw and Dark Artisan are the best in my opinion.
Corpsethief is 5 Talos as a single unit, gives you scout which is sweet for a slow unit. It's a tough deathstar which is relatively shooty on its way to close combat.
Dark Artisan is a Talon, Cronos and haemonculus in a single unit which run along with T7 and a 3+ FNP rerolling 1s if you put the haemonculus infront. If you can get it to outflank it's glorious, but even without it can tank just about anything.

Long story short: skyfire blasts and templates can now hit fliers. D weapons can be downgraded to glances by any mechanics (serpent shield), and gargantuan creatures are confirmed for shooting all guns, but they have to announce all shots at once.
Between all the changes and the new skies of death it'll be hard to sort out instantaneously who got buffs and nerfs, there are few obvious benefits and a handful of obvious nerfs though. Daemons for instance, got FMCs landing in gliding and possession summoning any variant of bloodthirster.

The core rule book comes in two flavors: full size and pocked edition.
The full size includes a lot of narrative if you like that stuff, and is also easier to read if your eyesight isn't so good. The pocket size comes with the Dark Vengeance box set, but you can buy it off ebay for 20 bucks or so.
Don't buy codexes for other armies unless you want to - you will learn more about tactics from playing games or reading the wiki than you will from the book anyway.

Yes, some armies are very expensive. Sisters of Battle, Imperial Guard, basically any armies with expensive, old, or numerous models, or with lots of tanks or big monsters.
The cheapest armies are generally small, infantry based armies, like Space Marines, Grey Knights, etc. Imperial Knights is also cheap because a single Knight takes so many points and is "cheaper" than buying that many points of other models. For example, 1 Knight is like $100 or so and 400 points. 400 points of tanks and infantry would cost far more than $100.

AC isn't that bad. It was the staple gun of IG to spam and was good at knocking Necron Scythes and Heldrakes out of the air, as well as stripping Rhinos and Wave Serpents. It's just that Knights, WK, Tau, and Escalation have made the game focus on LC, melta, grav, and D weapons instead.

Compared to current printing houes, not that good, but you know, they also had technological advances since the 1500s.
That said, people expecting 3d printers to replace factory made models are pretty out of their gord. At most, it's going to alter the way very small print models are produced and priced. If high end printers (ie out of private price range) can produce models high quality, then there might not be an industrial market for making molds for super small scale runs. Deployement: We each deploy behind Lego building and folded index cards cover. Any building with a door or drawbridge requires a turn and base contact to open, any unit which opens/closes a door cannot shoot that turn.
His Baal Predator is on one side of the table behind a building his Death Company and Termies behind another building.
My three Tac squads start behind the folded index cards on one side of the table with the Devestators. Captain, Sterguard, and Termies start behind the walls of the fortress on my side of the table.
Turn 1: BA player sits behind cover, makes reserve roll, fails.
I move forward into cover, advance the Termies towards the fortress drawbridge to lower it. Dreadnaut moves forward.
Turn 2: BA still behind cover, fails reserve roll
I move my Devs up to cover to where they can see the Death Company through building windows. Terminators reach and open the drawbridge, Sternguard with Captain advance behind. Dreadnaut continues to move forward.
Turn 3: BA still in cover, reserve roll continues to fail
I fire on the units I can see with two lascannons and the plasma cannon. Plasma scatters short, lascannons hit, but only one kill. Terminators exit fortress and move towards bridge, Stern and Captain follow. Terminator continues to advance, now headed towards the bridge.
Turn 4: BA opens his door and leaves cover FINALLY. Baal Predator moves all out to put itself between me and his exiting forces. Reserve roll happens automatically, he deep strikes his damn Sanguinor Guard behind my lines and assaults my Devestators. Snapshot kills two Guards, but Spoopy Masks mean they die to a man.
My Terminators open our side of the bridge and the Terminator charges up it. Sternguard and Cap move in range to shoot Sanguinor Guard. All Tactical Squads and Stern + Cap shoot at Sanguinor.
One hit, Sanguinor himself tanks it.
Dreadnaut makes a shot against Furioso Dreadnaut. Critical hit, vehicle explodes.

Turn 5: Sanguinor Guard charge the closest Tac squad (2), slaughter them handily. Assault Termies move into cover, Death Company rushes the bridge and assaults my Dreadnaut. One glancing hit.
I shoot at the Guard with my Termies and Sternguard, the Priest and one Guard dies. Remaining Tacs turn their attention to the tank and Assault Termies. Grand total: One dead Terminator.
Turn 6: Sanguinor Guard assault my Sternguard and Captain. Sanguinor himself makes a challenge to the Captain and he accepts. They enter single combat while Spoopy Masks mean my Sternguard always hit at WS 1, three of them die leaving the Sergeant and one Veteran.
On the bridge, Dreadnaut continues to hold his own, kills two Death Company.
I continue to shoot at the tank with one Tac Squad while the squad with the missile launcher attacks the Termies. The Frag missile scatters over to the Death Company mob on the bridge, but makes no kills, sadly.
Terminators assault Sanguinor Guard, attempting to drown them in bodies. They manage to kill one Guard, but remaining Spoopy Mask continues to stand. It kills the remaining Sternguard.
Captain and Sanguinor continue to be deadlocked, Artificer armor meaning I can save against his hits but I can't get through his damn Invulnerable.
Turn 7: Predator kills 2 units from Tac Squad 1, none of them special weapon carriers. Assaults continue, Dreadnaut kills one Death Company mob (considering naming him Benkei at this point), no change in Terminator/Guard assault.
Captain fails two armor saves and takes two wounds, but is still in the fight.

Turn 10, my turn:
My turn, Tac Squad (1) attempts to shoot the Pred, Melta and Krak missile ping off. Tac Squad (3) move behind it to hit back armor, but the Heavy Bolter moved and can't fire, regular bolters don't hit.
They move to assault the tank, no damage.
(I made a mistake previously, the Captain died before Spoopy mask, Spoopy finally died on Turn 10)
Turn 11: Predator moves forward, but also kills the remnants of Tac Squad (3). Sanguinor assaults the rear of Benkei the Dreadnaut, giving it the Vehicle Wrecked result. The Hill has remained uncontested for too long and I have 3 terminators and 8 Tac marines left.
I concede my defeat and we shake hands.
