Scum, it's an entirely different mess. Scum Boba is a glitterstim fiend, and benefits from anything that helps his action economy. He DOES NOT need to Target Lock usually, or have K4, unless you're ordnancing something.
Kath is all about Dat Ass. And she does well with K4 Security Droid, Inertial Dampeners, and a wide range of EPTs depending on who else is in the list. Vet Instincts isn't bad, and PtL works well with K4. Opportunist is great with Palob. And Crackshot isn't a bad idea, either
Azameen should be pretty straight-forward. Either Andrasta for 3 bombs, or Slave-1 for Extra Munitions on a bomb. Otherwise you keep him trolling around the field.
Mandos are basically a "budget EPT" large ship, when you need one but don't have the points for a Kath or Boba build.

I've also had luck with Opportunist on Karh with Palob. Or giving her PtL and slow-rolling around on Greens with K4. The latter makes her rather tanky, as she can Focus, PtL to get an Evade token, and aquires a Target Lock for doing a green, on optimal turns.

Eh... The Imperial Firespray doesn't need the target locks as much. I have found that the target-locking shuttle tends to work best for ships without the ability to target lock for themselves. Like Tie Fighters or Interceptors. Imperial Firesprays tend to work better if they're built with the idea of operating on their own.

Ask yourself - what would induce a fucking HUTT to give you enough cash to buy a beater starship? It's either personal pride, something that one bounty hunter can't accomplish, an Imperial entanglement, or a diversion. If I were the Hutt in question, I'd have two or three teams on a ~200k job acting without knowledge of each other. Pay 150k in advances, kill the weakened "winners" over some real or imagined slight to my dignity, and eat another frog out of the aquarium..

It works fantastically, especially in group fights with different enemies.
Just charge a weaker mook and attack. If you deal damage you have a +7 will defence, that becomes +12 against any force power based on will, with a roll-two-pick-lowest rule against any fear effect, your armor should protect you well enough against powers that attack your toughness.
This is even before reaching a prestige class.
If you are already there, once you kill the mook, activate mandaloprian glory, then charge the sith bastard, you gain all your defence bonuses and overwhelming attack gives him a -5 to his rolls to deflect or block your attack.
if you land some good damage, you have the immediate upper hand.
Things are going to go swell for you as long as you keep mobile and can land your hits. Granades and automatic rifles give you a cheap way to trigger your focused warrior effects

They use Clones it's just they get phased out over time. The CIS Droid Army is also still around. Some is used by rebels, other bits of it were converted into an axuiliary security force for the Empire.
You don't see them often because while the Empire is oppressive they don't want to trigger their citizens too much. One of the Empire's propaganda targets are the old Confederates and how evil they were.

As for droid armies, any military you can completely cripple just by taking down their command center is inherently flawed in a way its really not worth fixing. Attempts to make more autonomous killer droids have also ended really badly, like IG-88
As for the gas mask thing, its very weird considering the First Order has a explicit design philosophy of trying to maximize the use of each trooper, but I'm willing to chalk it up to them preferring to have specialized chemical weapons squads
