Really catfolk/catgirls aren't a problem, it's the presentation. I'm toying with the idea of having catfolk be a result of an engineered lycanthropy curse by an archmage, originally unleashed in a feud with another archmage, then used to improve conscripts in a magical war, and finally simply escaped into the wild.

There's plenty of room for delicious catgrills, but you have a society of magical contagious cat gypsies as well.

My group's playing a cyberpunk-esque game and there is Catgirls in that from cosmetic surgeries, cybernetic implants and gynoids.
Also a Foxboy informant NPC.
Lore wise there would be all sorts of beast-races running around but so far we've just met cats and a fox.

Yeah, they're flexible and muscular, as well as disease resistant. Even more importantly, being cursed acts as its own defense against magical maladies, so they were resistant against the magic of basically Necromancy/Lich Napoleon.

The other Archmage was a big life-magic dude, so when he had a relative turned into a cat-thing, he formed an army of loyal doberman-people, armed them all with magically crafted firearms and was prepared to go full Zulu until he was convinced killing zombies was more important than a pissing contest with the other archmage.

So my setting features both cat-people gypsies and regiments of dog-people.

This is really weird. Catfolk have always been a sci-fi idea to me, and only a marginally fantasy one.

Maybe it was the Kzinti, or the Puma sisters >>44403263, or the Ktarl-Ktarl from Outlaw Star that inspired this view.

To be clear, I'm imagining them as designed things, artificially engineered creatures, or cutely designed cyborgs, either as a fashion statement by the elite, or at the opposite end of the spectrum, designer toys.

Not a distinct alien race, where anything too similar to "humans + X" seems kind of silly; excepting settings where the different "races" are all offshoots of humanity that have diverged because of mutations or true breeding genetic alterations that took over the gene pool).

Felinoid aliens/races certainly have a place in both SF & F. You cite the Kzinti but they go back further than that.

"Catgirls" are best, as you say, as a constructed being. More at home in Cyperpunk or settings already well on the way to furrydom (Justifiers and Albedo come to mind for SF, as well as Shirow's Puma Sisters) or as the result of curses in a fantasy setting.

Cat people have been part of science fiction for longer than fantasy, I think. It goes right back to the Island of Dr. Moreau in 1896. Of course, human-animal hybrids have been part of storytelling since the dawn of time.

These hybrids are literary devices, in a sense. Animal characteristics are a powerful storytelling shorthand, and our language is replete with idioms assigning characteristics to animals. After all, they don't call it "pussy" for nothing.

It's not like there's a set rule for them. Invariably they will fill a narrative niche in the setting, based on their cat-like characteristics. Making them catgirls (AKA cat people lite) is a way of having that shorthand while keeping the characters relatively human. It's also a typically Japanese trope, and people are going to have certain ideas about it.

Considering that:
1) They are some peoples' fetish.
2) They are corporations that capitalize on peoples' fetishes.
3) Bio-engineering is becoming a reality.

I say that any near to far future sci-fi is going to feature them. If not now then at the time they become reality.
