Not really. The closest examples are all quests that heavily rip concepts off of another quest which is itself fanfic of another thing. The various RE:Monster quests are a good example. EX was a fanfic of RE:Monster itself and the QM changed some shit about the setting, then a bunch of other quests started using his altered version of the setting and going on about how much better it is than the original.
I can't remember an OC quest ever having a fanfic quest made of it. It'd be hilarious if it became more popular than the original.

Worse, there are rumors that Shepard is not content to remain as a formless AI - he longer responds to requests for communication from human high command and has taken control of two colonies directly.

Could work too, but it'd feel more rewarding if the players knew the MC didn't have any advantages other than some military training/experience at his back while succeeding as a mercenary.

The Gene Tailoring Package is something all Alliance Soldiers receive. Even a fresh-faced merc recruit is going to get some knock-off version of it.
Of course, playing as a kid who never got the chance to receive it might actually be pretty cool.

Steam propulsion really didn't work very well for submarines, since they're not oxygen-independent and take a while to fire up. When dived you either had to let off built-up steam pressure or use manpower to move, which are both subpar in a combat situation.

There's more to do than sinking merchant ships, things like sneaking into chokepoints to lay mines, getting into a gun battle when surfaced, and if a company can afford to build a private armed submarine, the technology has proliferated quite a bit

The powerplant I was leaning towards was, in fact, diesel-electric, but with closed cycle steam engines as a neat trick for bursts of underwater speed.
Another idea was to make this a big sub, sort of like the Typhoon and have it essentially be two U-139 (WW1) pressure hulls joined together, with some more pleasant facilities that a larger submarine would offer.

Every one of them starts with an opening description of the setting, telling of heroes and adventurers and the like and all the awesome things they do.
