It might dig in and flip into the fence or over the tecpro or back into the gravel upside down submarining the driver.
With tarmac you crash and just slide into the tecpro. You might hit it faster but the tecpro is designed for that.
It's better for circuit designers and the FIA to design around things that are known and can be simulated in programs which gives them reliable results rather than relying on anecdotal evidence and hope.

Very much what drivers from earlier eras have said for a while. Safety is essential, but making the sport so safe there aren't any consequences for poor driving leads to its own driver dangers and is damaging to the sport itself.
It would be easy to do, either with a low-tech solution (e.g., some kind of coating that would stick to the tires but not decrease traction drastically, stewards see the paint instant penalty) or high-tech (recognition cameras that automatically apply a HP reduction for a time if they capture a car in the "off track" section).

Another important thing to remember about driver safety: now that drivers are multi-million dollar animals team ownership wants them protected, just as they would one of their expensive racehorses.
While risk and danger may be important to the hoi polloi, racing has passed the point where owners will allow serious risks to their driver investment.

Formula 1 is about money and exclusivity far more than it's about cars and racing, and since Monaco is where Europe's monied elite congregate to avoid taxes and bask in the sun (in that order) Monaco has the highest ratio of wealthy to worthless attendees.
The race also has a bit of history and the setting's not too shabby, either.
In a way, Monaco has prestige for the reason the other Triple Crown races have prestige: those were the races racers most wanted to win, and they all tried that little bit harder, and celebrated that little bit more. After enough years the momentum of the extra intention and emotional energy sustains itself.
The difference in atmosphere at the Triple Crown races - Monaco, Indianapolis, Le Mans - is indeed palpable.

Maybe the amount of money needed to improve this year's car compared to the actual increase in performance is too big.
Some team might feel that whatever they have this year is good enough depending on the other teams around them.

If you ignore the lack of a title race we have now and just look at the on track action, you could rewatch the old races and based on fuel loads and the absolute lack of overtaking, predict the top 10 with very good accuracy, and that's not entertaining.
We have something good now, just need some better tyes that can be pushed and everyone else to catch up to Mercedes. Extending the wings, which are the main reason the cars can't follow each other, is going to undo all of that even if the cars end up much faster. The 2004 cars had stupid cornering speeds, to the point that the drivers were saying it was getting too fast, and it was a very uneventful season.
