If it focused all its power to one phone, it could probably overpower the jammer (depending on distances, of course, inverse-square-law and all that), but it's not programmed to do that. And the jammer would still overpower the phone itself all the same.

Also, just because it's running at a lower voltage doesn't mean it puts out a lower effect.
