ALL the power in electronic appliances is converted to heat energy. Unless you have LEDs, then some of which is emitted as light, which eventually becomes heat when it hits your eyes or walls.
Also radiated energy but that is very very low.

If all cards were like that, AMD wouldnt even be able to call them PCI-Express. Toms prob got a faulty card or their tests are particularly sensitive about this stuff
