I'm the poster from >>51652301. You guys were incredibly helpful, I could barely believe it. I had questions on purchasing a new GPU, I know I need to watch out for size and power capacity, can someone help me out with determining what will work and what won't? I brought photos, as requested.
I used GPUBoss.com to look for a new GPU, I don't need anything fancy (I'm on a college budget). I'm used to playing games on lowest setting at less than 30FPS, so anything else would be lovely. I have the know-how to install the parts, but I'm not sure which parts to buy.
I was looking at the Diamond Radeon R9 290X or the GALAX GeForce GTX 970.

The price/performance ratio of a 290X is better than a 970, and will run most modern games on high or ultra settings.
If you're used to playing games on low at 30fps either card is going to be a massive upgrade for you.

short answer it probably wont under high gpu load
amount of drives, memory, processor all factor in to wattage and a 460watt is not much.
get a 700+watt psu so u have plenty of power
it makes a difference under load
if its just sitting there running a web browser or something it may run for weeks but the minute you put it under load the thing is going to shutdown without warning using that card u mentioned.
it will go from on to off with no warning and thats when you're gonna learn u dont have enough power

The size is standardised. Just check that the fan is blowing out of your case, some PSUs have the fan on the side instead.

If you have the money, get a psu with twice as much power as you need. The ideal usage range for a psu for efficiency is 50-75%. Modular is nice, but not necessary. Look for the 80+ efficiency rating too. Gold or platinum is good, though bronze will work.
Personally, I would recommend the Rosewill Quark 850w. It'll give you some headroom, is modular, is rated at 80+ Platinum, and was $90 last time I checked. But don't rush into buying something like a psu. Look at lots of reviews and don't cheap out.

just make sure it has the proper plugs on it. 24pin and 8pin 12v for the motherboard and some sata and a 6 or 8pin 12v to power the card.

I get what you're saying, but I know better than to cheap out on a computer. By budget I mean I don't need 4K or 120FPS
