This story was made by Neal Adams, just before he became a penciller for X-Men. Apparently the story was indeed inspired by his fascination with the concept of the mutants.

It makes sense. In the Silver Age radiation pretty much replaced magic as the go to origin story. It was a dropped plot point from Lee's X-Men that radiation caused mutants
