There has never been any issue against people requesting something that didn't get filled last thread. The rules on OP have nothing on those people. Our only issue with 'reposts' are when people request something that got filled within the past 4-5 threads.
In fact, rule #3 encourages people to repost, and better yet, update their references if their request was not filled in the previous thread.
People are totally allowed to request again if it didn't get filled. Mondays-Thursdays are not as active as Fridays-Sundays. Chances are, someone requested something on a Tuesday, a drama blow up happened, and their request got ignored because of it.
