Cicada is a shadow organisation that has actual proof of existing and has been actively recruiting once a year since 2012 i've not looked into their older puzzles much so my knowledge on the topic is limited to the contents of http://cicada3301.org/
the announcement stated that they would send out their prime generation function on the 19th which i can assume is the start of their new set of puzzles to become a cicadian
