ok so there's this artist named uno moralez and he made this picture it has this weird effect on my screen
take the page and move the window around and (at least for me) the background will move

It's a graphical glitch, like those images with thumbnails that look different than the actual image.

if you mean the flickering it's the way pixel rendering on a monitor works

He makes a lot of art using interlacing glitches. Go experience a little of it and educate yourself. The quickest way to abjure spirits is to be smart enough to know that it's not a spirit.
