What's so hard to understand?
Light (information) takes time to travel.
Nothing can go faster than light.
Thus, when two things are moving if the speeds are vastly different the information seen by either thing or a third observer will differ because it takes different amounts of time for the light (information) to reach them.
You can imagine the same thing happening with sound.

Yeah, it's a cool premise, but I might have preferred if "something is wrong with humanity" was left as an implication rather than attempting to spell it out.
