The planet mars becomes a lot more attractive for mining and land ownership claims if it has oceans because it's easier to settle on and mine on than we thought.
If the world thinks that mars is a red dead desert rock then other countries won't be in a rush to go mine there and claim land on the new frontier so it's in the interest of the American gov to lie so they can take their time and have no competition when they do go there.

I agree entirely with your first statement about the whole telescope thing, but let me respond to the second half of your post.
Disclaimer: I do not believe what I'm about to say at all. I believe Mars is dead and the government isn't hiding any info about what they've found on Mars.
That said, just to explain the conspiracy theory angle, the theory is that the government, which includes NASA, is keeping that info private to keep off other governments from trying to get to Mars. Thus, NASA wouldn't have to worry about showing off the discoveries for funding, as the people funding them would be fully aware of what is found. It's the American people (and the rest of the world) who don't know.
I think that's bullshit, but that's the explanation given.
