It is a psychophysical location for the insertion of mantras and visualizations. That's all all of them are, a place where the mind and body have a lot of nervous and perceptive surface area. What you do with it is entirely up to you and earlier tantras have no mention of any qualities stemming to chakras, of which there were most commonly 5, only ones assigned to them for specific purposes.

OP, it's about our place in the world; psychologically feeling safe (although most of the 'feeling' aspect of that is mediated by the solar plexus); the 'root' by which we find support from the world; the strength of our connection to the physical realm; a sense of belonging; all this in no particular order.

It gets fucked up in childhood if we grow up in uncertain financial conditions or in the middle of a bad parental relationship.

Healing it involves all the other aspects of our self as well, as all other aspects are affected by it.
