I know its gibberish. Ive delt with this guys puzzles before. Its a cipher, i just dont know how to solve it

Ok, if this is true its probably both malachim and some obscure language, or possibly a mixture of multiple languages. If it's important, take time and figure it out. If not, I know I definitely don't have the time for it.
Is there a board on 4chan for this? Or am i better off going to reddit?
