Decades ago this was a reference to the section of the Democrat party which was developing a growing fondness for the idea of socialism and a marxist economy (which of course, never works out). The idea of a single-payer system for everything. Totalitarianism.
Over years, this group grew. It was increasingly involved in public education, which was a given since education is insanely subsidized. If you're old enough, you'll notice that this was relatively in-check throughout the nineties and early turn of the century. They had us read books like 1984. My theory is that we were teaching kids totalitarian govt is a REALLY bad idea for a while until the socialist fledglings we all thought would grow up and go away did NOT grow up, and instead became teachers and counselors.
It currently envelops the entire democrat party in congress, and I'd say about 70% of the GOP. It no longer needs to be called "shadow govt," because they've become completely shameless about their agenda.
