earlier this year or later last year, a thread (named "______ ______: electric boogaloo" of some-sort) was posted here, by an anon who discovered live footage a US medical institute.
now, one thing that was strange about the institute, was that it only housed patient care manikins (like the ones in this link: http://www.laerdal.com/us/nav/778/Patient-Care-Manikins), hooked up to monitors in a dark room.
within the thread, various discussions took place about others seeing the manikins move, from in their beds.
if anyone would've happened to be in that thread, or know a link to the live feed, all help is appreciated for other anons alike.

snapped by one of the anons, who claimed the manikin's eyes looked staight into the camera. this caused a huge chain of reactions between other anons, being freaked out.

Believe it or not OP, 4chan's not all about you.

It's not an actual medical institute, just a fake one set up like a real one, to give people practicing in the medical fields a more realistic simulation of the job they're going to be doing. Not really that spooky, coming from someone who has had experience training under the medical field. This is pretty common, though not usually this elaborate.
The only thing that confuses me is the live feeds, though they were probably set up so the reviewers didn't have to be there in person, and could just give marks on students by watching the feed.
As for the manikins moving around on their own, my old teacher used to fuck with people by doing this. Changing their positions, putting them in poses, etc. Keep in mind the person moving them around likely has access to the cameras and can turn the feed off whenever, so they can move them around or do whatever they want without being on the feed.

This. It's just a training wing. Heck, if the hospital has enough funding they probably have training manikins that can make small movements.
The feed probably went down because their IT guy probably saw the increase in traffic to the cam pages.

Manikin is used for models like artist refs and training dummies. Mannequin is used mainly for dress display models.
Good to see you can at least tell something is wrong, though. Have a sticker.
