So the Govs are controlling the climate? What evidence says we should assume it's for evil and not good? Maybe this is their timely solution to global warming and destructive weather patterns? Maybe they can't outright prevent the bad, but they can control where/when it hits. Thus creating advanced warnings.
When I google this I see a lot of "OMG HAARP SHIT WAS PREDICTED". Looks like people got a 2-3 day warning on some really bad weather and didn't get the fuck out of the way, then still blamed the Government after.

We shouldn't be mucking about with weather modification in the first place, we are playing with fire and it is only a matter of time til the people at the controls get a big enough ego to permanently impact the natural cycle of things thinking that they know what's what.
