gps jamming devices are quite common so i doubt they are testing such devices. they are having drills fighting in a gps-less environment. since the military is heavily-dependent on gps technology (obviously for use in navigation, weapons targeting etc.), it makes sense that a potential opponent (e.g. china) will target gps satellites to cripple us military's fighting and defense capability. so it only makes sense that the military practice operating in a gps-less war theater in case the satellites get blown up.

Newsflash: the USA owns GPS. The satellites use two codes: a "coarse acquisition" and a "precision" code. Everyone and their mother with a smartphone/tablet/gps device can use the CA code, but guess who can use the P code... Only US military. I am part of an allied military force and even our gps receivers cant read your signals.

Your country can even, with or without notice, introduce errors to the GPS to mess with enemies or whatever serves your purposes.

As >>17787358 said, GPS is used so widely that most developed navies dont even use paper charts, using digital ones wich show your position by gps. In case of failure, there are sailors who weren't alive in the era befor GPS, so learning to plot without using it is a very important skill to have.
