I think a lot of people are aware of this. I remember learning about cloud seeding efforts to reduce hurricanes in school. One of my favorite History Channel documentaries is on this subject. I think it's called Weather Warfare and it was narrated by Johnathan Frakes.

China was doing this way before America. Early 1900s if I recall. They shot military motars loaded with silver iodine into clouds.
I think what OP is trying to get across is that the concept of geoengineering is as far fetched as people think it is.
