Possibly some giant cephalopod could have been intelligent even to human levels. Being aquatic means that it could never develop fire and by consequence it would have a hard time advancing as civilization.

Being soft bodied means that it didn't leave much fossils and being giant means that it was vulnerable to massive environmental changes like in extinction event cataclysms.
