Texas Chainsaw was the first movie I thought was honestly scary. Not the remake.
I have a hard time finding movies scary. I think a lot of other people do too. There are some really good horror movies (the shining) that are amazing, but not scary.
The Thing is the only other one that comes to my head. I also remember finding the trailer to the grudge being really scary in high school so much that I was nervous to watch it, but then when I watched it it was pretty much null. It's hard to create a good scary atmosphere in a movie.
