Germany won world war 2 in the universe. USA never entered the war as Great Britain was taken out quite soon allowing for full commitment to the Eastern front. With the lack of red terror the United States due to the Soviet defeat the United States ended up having a civil war between communists in the 1960s. The German's saw fit to interfere to stop the radical left from gaining power elsewhere and established the United States as a puppet state.
Scientific advancement flourished during the 80s (as it does during wars) when conflict between Germany and Japan started due to the increasing political unrest in Japan causing the emperor to take a jurrastic measure of invading Germany to hope to garner support among the populace by uniting against a common threat. Ultimately was defeated and the world became effectively controlled by a single German government with provinces determined by nationality governing themselves with a bit of autonomy, within German regulations of course.
It is peaceful as there is no pernament resettlement allowed between ethnic regions and no nations independent completely of one another meaning no need for armament of nation states for the purpose of national defense.
