There was a thread about this shit.
Like 2 months ago.
I noticed that all affected pictures were taken in October 2013 and it's on the way to a hospital.
It's exact same thing photographed multiple times (noise in the black level changes).
It could be a very weird plausibility that some jerk at google wanted a specific placeholder image just in case the pictures from the cars are corrupted or missing, why THIS is beyond me but it could be also a stupid halloween prank.
