Well, the GPS coordinates go to 3 random points in the ocean. The fourth, 21.4167° N, 39.8167° E, goes to a point near a hotel in Mecca.

If he's using double encrypted morse code and coordinates that are unhidden try translating the first part into alphanumeric metering and then apply a Julian key using the locations, I would be willing to bet one of three things,one the hotel is the only one not a red herring and there is something there that gives a hint to the first code. Two, the spots are all important and the code is unrelated, or three there is something that we are missing because OP didn't provide context. Maybe tell us where you found this and what it's in relation to?
