IMO if you want anything specific, you need to a) know clearly what you are looking for; b) know where to find it; c) know how to how to access your target. There seems to be some redundancy in this. You aren't going to find ayy lmaos or teslas secret plans by hunting around hiddenwiki.

A lot of content such as the aforementioned CP and ''high level gore'' can even be found on the regular web that way. Drugs and weapons can still be acquired rather easily on the deep web so I guess it hasn't lost all of it's value, but yeah, it's glory days are over.

You mean government agencies and stuff? Well, they probably use their own private networks that are connected together using some custom protocols. For example, Google "SIPRNet". I think we can assume those networks are not connected to the internet, so the only way to get into them is by having direct access, probably some specific hardware, operating system and authorization. Almost all leaked top secret documents were leaked by people who already had access to some of those networks. For example - those leaked Apache videos from Baghdad were leaked by soldier who had access to SIPRNet and other networks.

They could also use closed shells for particularly sensitive information. Closed shells are computers with no access to ANY network, so they are not accesible remotely at all, the only way to access them is by having direct physical access and good luck with that.

You're probably not going to find any secret government documents on Tor. Tor was created by military to mask the communication and people communicating. Following the previous example - that soldier who leaked those videos downloaded them from those private networks, copied them on CD, then copied them to his own personal computer and THEN sent them to Wikileaks through Tor to mask himself.
